    Sure you can.

    PS Form 2865, Return Receipt for International Mail (Avis de Reception), is a pink card that is attached to a registered item or a Priority Mail International insured parcel at the time of mailing and that is removed and signed at the point of delivery and returned to the sender. Return receipt service provides the sender with evidence of delivery. Return receipts are completed in the country of destination in accordance with its internal regulations, which may not require the addressee’s signature except under special circumstances. These receipts are returned to the sender by airmail.

    What do you plan to do with it?

    How pathetic but this seems to be the unvarnished truth - thanks for all the feedback - I hope this helped others at least it will not ALL have gone to waste!!!





    YQQ something like sample or gift I don't recall with a low value I recall $7.70 or something - the BUYER actually asked I do that for him, and I of course relented not knowing enough that also is not brilliant and kosher - whatever ;/

    You know, something about this is real fishy.

    If it was this easy to scam someone using PayPal, I'm moving to Croatia to build up my coin collection.

    The reason it's easy is that there's really no practical way to ensure PayPal's seller protection rules are followed completely. Once your package leaves the US, you're at the mercy of the buyer's country's postal service. Somebody will always be at risk when an item is shipped. PayPal has determined that this will not be the buyer, leaving PayPal or the seller to take that risk. Guess whose side PayPal is going to take between those two. image

    My last coin shipped before Croatia and thankfully arrived .... but note his tracking comment - are we surprised now? Naaaa!

    Now lets thinkl about it.
    some here have deep down branded Croatia's as dishonest. My biological father was croatian. Simply said, a honest man.
    where was the problem? was it with USPS who did perhaps not ship immediately after scanning?
    was it Croatian customs or their postal system?
    we simply do not know.

    on May 17 a envelope containing a rare Canadian coin was shipped from NH by registered mail to Vancouver Island-Canada.
    it arrived today!!!!!!!!!!! hurray!!
    where was the hold up?
    Canada Customs tells me they clear within 3 days.
    Canada post tells me that USPS does not subscribe to the international mail registry system any longer, but still do registered stuff. ($$$$$$??????)
    USPS shows very little on tracking
    where is the problem?
    Maybe the unions slowing everything down?
    You tell me....

    yup the coin is still MIA indeed - I was reffering to another win I sent to Russia at a different time (late June) that had arrived happily and it seems the buyer is saying he sees no tracking of it in Russia - I was trying to say I was lucky with this one, and I and others are still and WILL be scrwed by payypal & co if the package simply is NOT signed for.

    Period end of story.

    Re Croatia - this was not an anti Croatia rant whatsoever - please reread the thread YQQ in its entirety image

    I hope it DOES show up in Croatia and I HOPE the buyer will be honest if it DOES to contact me and pay me my LOST MONIES - highly doubtful but if it does happen I will more than mention it here....

    One other thing to think about when selling on eBay and shipping overseas. Expect to get dinged on your shipping rating. I recently received a one or two stars from a buyer. I can't say for sure who the buyer was but since I only charge $3.50 for shipping to the US and combine shipping, I believe it was a foreign buyer. I had a guy in Canada who wanted me to send over $100 worth of silver bars by regular first class shipping. I told him no, I'll only ship Registered Mail. He kept saying he's only across the river in Canada. That didn't make a difference to me, it's still a foreign country. I wouldn't relent and told him he had to pay the $16 for Registered Mail as stated in the listing.

    He wasn't very happy about it, but paid. I'm not surprised he's the one who gave me the 1 or 2 stars for shipping. What makes it even worse is that at $16 I'm losing money on shipping. I have to buy the supplies go to the PO etc. And remember, eBay/PayPal takes 12% of my shipping charge. Having 99c start auctions, I can't just add the shipping into the cost of the item.

    My lowest rating is shipping time 4.66 but I always ship next day or same day after I received the payment. Registered international mail will take two to three weeks to get there depends on the country. The next low rating is shipping charge 4.81. I agree international sale will lower your rating. My other two rating; as describe is 4.95 and 4.99 communication.

    Sometime I just charged $5 to $6 and I paid the rest for the registered mail or even express mail. Maybe I should start free shipping on BIN item.
