PCGS POP question

Obviously I am missing something here but please enlighten me....
25th Annie Sets.....POP reports
2011-P 25th Anniversary RP.....total graded 16748
2011-W 25th Anniversary MS...total graded 15937
2011-S 25th Anniversary MS.....total graded 1670
Since there were at least 15937 sets submitted it would seem the numbers for the S are off by a mere 10,000 or so (the numbers under the grades add up to 1670 also)

i doubt this is the solution but maybe there were a LOT of re-subs for the P & W?
or the S had a lot of marks on em?

The Reverse proof has higher demand. If you just want one coin from the set, I'm willing to bet 90% of the people would get a reverse proof over a plain old S uncirculated. I know I do.
