i think 72 hours should be a minimum to wait. i may wait a couple extra days around various holidays.
after 3-4 days with no communication/payment I'll start the unpaid item process. i think that gives them 4 days to pay or cancel transaction. they can either pay, opt out or get a strike.
in my opinion it is the perfect process. it leaves everyone outs to help keep things positive and moving along.
i've only had 1 person get a bit disgruntled about the process but once i explained like i did in this post, everything went smooth
all the others paid and left positive feedback. it helps to treat people gently and have a positive attitude

and to answer your question, "wait until the unpaid item process is over to re-list."
how long the unpaid process runs is up to you

BTW it is set on mine to open automatically at four days.
Also my fixed price listings now all have instant payment required on them, unless there is "make an offer" posted.
I wait at least that long and haven't had an issue with unpaid items for a long time.
