  You are right-on, it does!
  
  I dug around the new Obama Omnibus Health Care Law and found a line buried on Page 666:
  
  "wherein any Comrade having a computer that will not verify a Coin Certification is eligible for a $2,500 tax credit when said computer is purchased with a Windmill"
