Buying the "holder" and NOT the "card" ?

IMHO - This has got to be one of the ugliest PSA 7's out there - with the obvious rubber band damage and ex-corners at best.
And - a "Lighthouse" label?

But, but ... "THIS ONE IS HIGH END CENTERED!!"
that's a 4 or 5 if I send it in...
Wow, that looks like a poor job of grading. Looks more like a 4 to me.
Maybe the grades got swapped on certs 28970084 & 28970085?

Card looks off as well. Corners are weirdly shaped. And with that much wear on the front corners you would thing the back would show wear.
yea I was on the fence about a 7 until I saw the lower corners. they look exactly like the corners on my PSA 4 1969 Topps Lou Brock. Definitely think its misgraded. Hell, I can barely tell the difference between my PSA 8 and PSA 7 1993 SP Jeters. And my PSA 7 looks NOTHING like this card.

Bottom corners are horrible!
Actually I'm pretty sure this is the most ugly "7" out there. This is what happens when salt water gets inside the holder from a hurricane
Lesson of the day, don't put your holders in water!. They are not always waterproof!

I may be hoarding too much 80's junk wax but I like it!
think its safe to say its no longer a 7 lol

I am confident that it was not misgraded, but that what you see is another example of a card that was graded correctly and then subsequently fell victim to mech error on the grade portion of the label, which is not an infrequent occurrence.
I concur, here's the next card in the sequence (an incredibly nice looking 4): https://sports.ha.com/itm/baseball/1969-topps-mickey-mantle-yellow-letters-500-psa-vg-ex-4/a/151818-41069.s?ic4=GalleryView-ShortDescription-071515
you sure that didn't get a 4 because of its severe OC and maybe no qualifier selected? Maybe thats a PSA 7 MC or OC but with no qualifier it got bumped to a 4.

Can't be certain of anything, but the Mick as a 9(OC)/7 makes a lot more sense than a 4 for that one and a 7 on the Ryan.
There’s no way the Mick should be a straight 7. A 9OC maybe, but that doesn’t automatically equate to a 7 with no qualifiers if it doesn’t meet the centering requirements for that grade, which it doesn’t seem to.
