'63 Topps Baseball 5-Cent Wax Pack...USA version vs Canadian version

Is the USA version (made...distributed and printed in USA) more difficult to locate than the Canadian version (made...distributed and assume printed in Canada)? A few years ago...an auction house had a full box up for auction but all the packs were Canadian.

Based on what has turned up in the marketplace, it certainly seems as though the Canadian packs are more common.
There was a canadian find fir a couple of years which is why they are easier to find.
gai version USA packs are available since the Canadian find was discovered when gai wasn't around anymore.

Can anyone shed some light on these 4-card packs from 1963 and 1964? The US version of the 1963 pack was 5 cards. Were these 4-card packs distributed only in Canada?

Here’s a heritage auction where a box of Canadian GAI graded packs was sold. So maybe there was more than one find?
