Fancy serial number note

I collect fancy serial numbers....but haven't bought one since Jim Futrell went out.......lately, a local dealer has one I've had my eye on for some time....means he's had it for a while....its a modern $1 note, he referred to as a "flipper" note because it reads exactly the same if you turn it upside down...and this is a cool one...serial number "600000009".....he wants $90 firm for it......is that a good price? I know its got to be rare but he has had it for at least 8 months and no takers....so I'm a bit hesitant to shell out $90 for it....just asking opinions from those who know more about this than I do....

If the note is uncirculated, then that is a fair price. If the note has folds and other signs of circulation then I would pass.
