actually it is legal only under 1 circumstance....That is if you already own the game...these are called roms( or backups) you may download them only if you own the game. ify ou dont own the game then you could get in a lot of trouble if caught......If something were to happen to your original game, like it doesnt play then playing these roms are legal....

we know slip,but most of those games are abandonware games and are legal to download

I believe if your game stops working then you have to buy a new one, the laws on this is very foggy....and it's not like anyone actually obeys the law....
