Just noticed I got this today, for signing up to the spam from eBay. Nice that there is no minimum, might find a couple of little items to pick up..Here's the trick to get all of these
You literally have to have emails coming in from eBay every day about different offers, just happens that eBay Bucks are one of the many million different emails they like to send 
In your communications preferences, under "general preferences", make sure this one is checked
General email promotions
Send me emails about what's new and hot on eBay, great deals, special events, discount coupons and other special offers.
What this does is send you at least 3 or 4 emails a day from eBay which are reminders of what you have looked at, things that probably won't interest you, and offers that you really don't care about, except when it sends messages about this ebay Bucks stuff. You have to set this flag to get all of the eBay spam junk, but you should then get the offers. I have 2 accounts, one with this flag set, the other without and only the account with the flag set gets the offers. And of course, make sure you have eBay Bucks activated for all purchases...hope this helps
