CAC has said that they would ignore plus designations from the grading services. It seems to me that if CAC does not sticker a plus graded coin that CAC believes the coin does not deserve a plus grade, and therefore believes the coin is overgraded.
Example: a 66+ coin is sent to CAC. CAC does not sticker the coin, which means they believe it is a "C" within the 66 grade, so it stands to reason they do not believe a plus grade is deserved.
