Anyone know why Jackie Slater didn't have a football card until 1984?

I know Jackie Slater isn't exactly a household name, but he is in the NFL Hall of Fame and started his NFL career in 1976. The first card I see of him is from 1984. What am I missing?

    Back in the day, Topps would only pick one or two o-line players per team to print. They would focus on a couple of WR, RB, TE, QB and then most of the defense, and K. So around 18 - 20 or so per team.

    Thanks for the response! Seems like a poor job by Topps though to take 8 years to recognize a hall of famer. I thought maybe it was some type of licensing issue particular to him.
