PSA / DNA Certified - What Am I Missing?

I do not understand the label on this card. I'm sure I'm missing something obvious, but why does it say "PSA/DNA Certified" at the bottom of the flip?

I had the same reaction when looking at his 66 McCovey that I bought. I should be receiving it tomorrow or Monday. I was confused. I looked at his other items for sale, and all of his flips said PSA/DNA. I didn't want to think about it too hard, as I've needed a decent McCovey for my raw set, and it's better than 50/50 that I crack it out, anyway. If anyone has a good explanation other than a typo on the submission, I'd like to hear it, because it apparently isn't a one off thing.

Besides the 61 Cepeda mentioned already, the seller also had a 60 Cepeda and a 66 Aaron, and I believe there were several others, all with very close certification numbers and labeled PSA/DNA:
I just assumed the submission form was not filled out correctly, or more likely, just an employee error when printing all of his flips.
Are those possibly the fake ones from Mexico that were rumored last year?
I actively collect Kirby Puckett. I have collections of Michael Jordan, Emmitt Smith, Roberto Clemente, Dwight Gooden, Tom Seaver, Errict Rhett and Evan Longoria.
I guess anything is possible, but I'd think it would make more sense to fake holders with much higher grades than 4s and 5s. As has been discussed in other threads, there are many, many sales of raw cards that end up with a final price higher than what a similarly graded card has sold for, so slabbing a legit 4 or 5 in a fake holder may actually cause the seller to lose money. I would think the odds of these holders being fake are slim... Unless the cards are fake too, I guess.
My card is on the way, but without tracking, so unsure exactly when to expect it. I'll inspect it much more closely once in hand.
