1979 Topps Football Cream Backs

So I was going through my 1979 Topps Football and noticed a few that were noticeably lighter on the backs than others. After going through them all (2-3000, yes I have a ton), I found that maybe 3 - 5% had these backs. I went out and did a quick search and found that PSA notes them in the set description, and there are some listed on eBay. PSA Notes that they are slightly more difficult to find, but in my sample they're significantly tougher.
Anyone know anything more about these? Is my collection just skewed toward gray backs because of regional differences? And if PSA is aware of them, why don't they slab them as such especially if they're rarer?

I agree, they're significantly tougher, I'm still about 20 or so cards away from completing my cream back set. I don't know the story behind them, but I guess it's possible it's regional or just a switch of cardstock early or late in the print run.
PSA won't note a cardstock difference on the flip unless there's a significant price difference, which without it being noted on the flip many collectors aren't even aware of the variation. Catch-22
Personally, I wish they would have noted it from the start of grading and we had more accurate numbers to determine how much more scarce they are and what premium should be applied. 71-72 Fleer Globetrotters is another and I know others have mentioned several other sets with similar cardstock differences in the past.
