Why did the diameter of a MLB bat shrink from 2 3/4 inches (rule for over 100 years) to 2.61 inches?

I must be really out of touch with current sports events or something, so imagine my surprise when I found out that the max diameter of an MLB bat is now 2.61 inches since 2010. The max diameter of a bat has been set at 2.75 inches (it was 2.5 inches before that) in 1895 so why the change of this rule after 115 years? And why this weird 2.61 number? Why not 2.60 or 2.65?

    I'm more into history/vintage/retro stuff myself...just like with UK basketball I want to learn all I can about say, the Rupp and Hall eras.
