1969 Topps Stamps submitting questions

Ok experts, where to begin?? I posted some 69 Topps stamps I picked up today in the Feb pick up forum. There are 6 complete panels and several partial panels. First off, how do you submit these and under what level? Second, is it better to submit the entire/partial panel as opposed to the individual stamps? Appears most of the panels aren't getting a grade, just "authentic". Might have something to do with the fact that the right hand side on a lot of them appear to be cut very short. Thing is, if you pull say, a block of 4 from the middle, they are nice and centered and will grade. Any help at all is appreciated!

Hi, I submitted a panel last year under the regular submission, $20. I have a attached a picture of the panel I had graded. The reason you see so many only get an "Authentic" grade is because all four borders have to be present, otherwise PSA won't give a numerical grade. I definitely would try to get the entire panel graded if you have all of the borders on them. They are tough to find that way.

Interesting read on Net54. I had even called PSA customer service and the guy wasn't sure how that had to be submitted. Didn't know if the entire panel had to be subbed under supers size or what. I would Imagine that I will sub any full panels with complete borders as such. Think most of them are cut short to the right. Which leads to the question of would I be better then pulling it apart and subbing maybe a panel of 4, 8, 10 that does have the full border? Thanks for all the help guys! Tim
I only have experience with 74's.
IMO the entire panel should be graded or an individual stamp. As a collector in general, I'm not into smaller panels made from the original size panel.
