End stage grading question

I was talking to a dealer who saw a Jefferson nickel coin population figure--one that he had submitted over a month ago, go from 68 fs and then back to their previous single digit population figure a day or two later. So the question is, is it possible for PCGS to finalize a coin with correspondingly adjusted figures, and then when the top pop. coin goes into "quality control" drop the coin out of condition census? Or does the population figure only get adjusted after the coin is shipped?

    The finalized grade can change from the "consensus" grade, but the grade does not become "final" until it goes from QC and is ready for shipping. It would not be reflected on the POP report before it is completely finished with the grading process and is ready to ship. This is my understanding...let me know if I am mistaken.
