$100 bill print error???

I am usually a coin guy, but I got this c-note today and noticed the blue arc on the back.. It appears to be behind the print...not familiar with us currency....If anyone has any opinion I would love to hear it!

Looks post BEP, prob just an optical illusion making it look like its behind the design.
