Enough detail to identify this cob?

Got this awhile ago for $5 or so. Pretty worn but nonetheless still a cool piece. I had the chance to piggyback this to NGC but was told there isn't enough detail on the coin to identify anything about it. However, I showed to to someone online back when I got it and they said it was the Potosi mint made by Pedro de Villar. Anyone have any input on this information? I wanted to get it authenticated by NGC but it may not be worth it!
