Pre-orders from Topps

Hello everyone, hopefully someone can help me with the answer to a question I have. How does one make orders for cases from Topps, or any card manufacturer? You see a lot of pre-orders on various hobby stores, eBay, internet sites...does anyone have knowledge on how this is done? Thanks in advance for the responses.

If you want to order cases directly from Topps, you have to be a distributor. If you want to order cases from a distributor, you have to be a dealer (usually with a physical storefront). If you just want to pre-order a few cases for yourself, then you order them from a big dealer...usually Blowout Cards or Atlanta Cards. At least that is my basic understanding of the process.
