Silver American eagle with ddo and ddr?

I have found an eagle with what appears to be both DDR and DDO. Before I send it to Wexler to be attributed I want opinions.
Note that the serifs are split on some letters. Doubling on feet and dress, possible arrows. All comments appreciated.

I've see this DDO obverse unattributed before - forgot all the dates. I don't know about the reverse.
It's not listed on wexler. Only 2011
