    Those on the $20s aren’t ink smears; they’re from teller stamps (the teller stamped the paper band on a stack of bills and a bit of the stamp was off the edge of the band).

    It does look like a genuine error, but I am not an expert. If it is, someone may find it valuable. I'd search eBay past auctions to see what they have gone for.
