Shipping in Canada is more than shipping fom the moon???

Tried to ship 14 cards in Canada 25 miles away (still in Canada). 4x8 #000 envelope, 2 cards in top loads, the rest in penny sleeves and all in a graded card sleeve. $14.84 just to mail them 50 miles??? That is the cheapest. I have not sold online for a few years but WTH? Any fellow Canadians have any other ideas? I just refunded him as it was only $12 US with shipping for the transaction. If I ever went that way, I would just deliver it.
When I ship to the US, I list stuff before I am going to the US and mail it down there. I used to mail a 000 bubble 15 years ago from Canada to the US for 55cents, I don't even know what it costs now and adding tracking I know is ridiculous.

You'll need to ship the cheap stuff without tracking, just tossing a few stamps on a bubble mailer.
