    One is listed as "Uncirculated Quarters" and the other as "Circulating Quarters" when in fact both are uncirculated so I would say packaging but I never had an interest in those issues so i may be wrong

    Circulating quarters are random coins pulled from production runs. They are MS hole fillers. Imagine coins pulled from new bank rolls.

    The uncirculated ones are mint set quality coins -- with better quality, but still not perfect.
