Grading question

So i am going through and grading all of my cards and the qualifiers I have a card that is probably PSA 1 - 1.5 That has staining but in the description of the grade it says the card may have staining. Does this mean that the card would not have a qualifier ST then?
Do the qualifiers only count towards grades that would not allow staining for it to be a 7. But you can get it graded a 7 with ST qualifier?

I do not typically see lower than a 7 or 6 with a qualifier unless I am forgetting. I think it has to be at least there to consider one if that helps.
I would start with corners and centering and then deplete from there to the stains, miscuts, PD, etc. A qualifier is put on when a card can reach 1-2 points higher based on all other factors except for the qualifier. If you take it off, people tend to subtract 2 points for registry purposes, but I have seen many 9OC be able to qualify as an 8 fwiw. I think there are sweet spots with and without qualifiers if you play your cards right...
