If the bid increment is $ $50 and one bids $X51 does the next bidder have to exceed my bid by $49?

    Yes, cut bid is not available if the current high bid is not one of their increments.

    This may not be true if the bidding has not reached your bid prior to the auction. Let's say you bid 1251 maximum with 50 dollar increments, and the current high bid is 1000. If someone bids 1253, that will be the new high bid. Of course, once the auction is live, MorganMan's answer is entirely correct.
