The Proof strike without an "S" is valuable. Six trillion mint state coins were made w/o a mint mark. Yours may be one of those. Sorry I cannot tell from the photo but the "cameo" look makes it possible that someone unknowingly spent one of the Proofs.
I will add to what @Insider2 has said by mentioning that some cents produced in 1990 are prooflike. These will have fairly reflective fields and lack cameo contrast. What you have here appears to be one of those.
