Ebay-How do they decide to cancel auction listing?

Is their like a certain amount of reports by others and then canceled or does somebody look at it then reviews and then deletes auction?

If there is even a single complaint, their compliance people look at it. If it's a violation, it gets removed.
If there are 1000 complaints and no violation, it stays.
Count me in the camp that doesn't think eBay actually looks at these, despite what they say. I'm of the opinion that all of the complaints go to "Marge" in the basement. She's 67 years old, crochets and only comes into work two days a week (Unless she's on vacation). A couple times a day, she opens a random ticket or two and decides to take it down or leave it up by throwing a six sided die.

There is an all volunteer group (I'm not sure how many, but I'm guessing about a dozen or so) of collectors that review the reports. They look over the auction, and if it is an obvious fake, they make a quick recommendation for which ebay nearly always executes. If a fake isn't obvious, perhaps because of poor pictures, the members of this group chat about it, and might send the seller a note.
I only know of one person on this panel. He’s a sharp guy that has been collecting for a long time. He has also authored several counterfeit articles published in some of the popular coin magazines. Above all, I believe he cares about protecting the hobby.
What gets to me is that these guys are not compensated. Heck, eBay won’t even throw these guys some eBay bucks for their efforts. Smh.
So while it is not a perfect system, we do have people that are trying.
I don't know how they do it today, but they did eliminate the "volunteers" like Judith.

I'm not sure exactly who "Judith" is or was. But there is an active facebook site with one such volunteer that is posting and reviewing coins every day. If you wish to join and have a facebook page, send me a PM. I had about three or four updates this morning on new fakes they were targeting.
Judith was a ebay employee (volunteer?) that was one of about 8 that handled fake coins on their site. She was a person you could actually talk to or message.

Ah, I see your frustration. I didn't know about that.
But for anybody that would like to join an active facebook group that targets and takes down fakes (and sometimes the people that post them), send me a PM. Every little bit helps.
well I know they didn't used to do 'much' if anything years ago, but I don't know if that is improved.
Wasn't that group disbanded about a year, 18 months ago? Several big sellers threw hissy fits over some listing takedowns... at least that was what I heard at the time.

Judith Stair was an eBay coin/stamp policy enforcer employee that monitored coin scams and counterfeits. She was instrumental on cleaning-up eBay coins and when eBay got rid of her, it was a great loss for all.......here was her final email to ebay coin dealers:

After 7 years I will no longer be working coin and stamp reports. I want to make you aware of a change that has occurred to the coin reporting process. Your reports are being automatically sent to a different tool to be reviewed and actioned. You will no longer receive responses to your reports and since I will no longer be reviewing them, I doubt that any action will be taken. Only reports sent from the listing page will reach an ebay representative. I fought against these changes but without success.
It has been a great pleasure working with all of you over the years and I sincerely appreciate the time and energy you spent helping the ebay site be a better place to buy and sell coins, currency and stamps. I didn't want you to think I just disappeared. I loved what I did and felt we all were making a difference, no matter how great or small. I will miss working with you.

According to her LinkedIn profile, she's still at eBay, apparently working more generally as a "Prohibited Items Policy Customer Support", but her profile specifically calls out the stamp and coin as a separate job.
