    Yes, I would like to know also. I have seen these all over ebay. Are they resealed or some kinda code on the outside?

    They are doing this with Panini stuff also. Can't understand it either. thickness? same location within a box?

    Collecting PSA 9's from 1970-1977. Raw 9's from 72-77. Raw 10's from '78-'83.
    Collecting Unopened from '72-'83; mostly BBCE certified boxes/cases/racks.
    Prefer to buy in bulk.

    Resealed. These are always fake.

    If they are target/wally, etc. retail, they are not foil packs - they are white mylar. You can see the card numbers right through them. Since they are topps chrome, there are only 3 cards per pack, so it is certainly not hard to slide through 9 total cards if you really wanted to. I haven't bought any 2017 cards, but in past years the pink refractors are loaded in a clear baggie in the middle between the actual packs, so even easier to see.

    I am pretty sure they are all resealed. Otherwise, how would they know? I can't see them doing it by weight?
