A mystery in the early days of PCGS

I came across this 1926 $20 St. Gaudens which appears to be in a generation 1.2 holder (but I'm not an expert on this) and noticed the sequence number is lower than a generation 1.1 "White Rattler". I posted this at the end of another thread but figured some might what to chime in on this if they missed it.

Highest known 1.1 is 1082350

    Perhaps it was reslabbed and not given a new number?

    Multiple printers, multiple sheets of card stock? Also, the cert numbers are assigned at the time the coins are logged into the system, not when they are holdered, so there could easily be a "transitional" period wherein a range of cert numbers is seen with both flavors of insert.

    A difference of 257 in cert numbers is currently less than an hour's worth of grading room output. I don't know if that was the case 30 years ago.
