ok; so I have 2 questions. I am preparing a bulk submission: I never really understood the purpose of declared value.
1) can this be any years, I don't see anything saying it has to be 56-present
2) as far as declared values are concerned; that is really for insurance purposes while in PSA possession and for return shipping, correct? Let's say I have a raw 1958 Ted Williams in Ex/Mt-NM; Why can't I list the declared value as $50 raw; does declared value effect the grade it can receive?

For BULK SERVICES I don't see anything that mentions years, so I'm assuming it can be pre-1956. However it does say that the declared value must be under $100/card. You are correct in that the declared value is for insurance purposes while the card is raw and declaring a low value should not affect the outcome of the grade.
