I need help reading the date on this draped bust penny

I picked this coin up out of a 10$ large cent bin at a coin show, the guy there said the date was 1801, but further inspection revealed an almost definite "17" on the 2 front numbers, but the last 2 are super tough, also thinking about sending it to pcgs. Should I do that? Is it too far gone?

    I think it's 1800. Looks like the 8 was either purposely or accidentally altered into a 3.
