Is historical data available from the PSA population report?

I want to go back a decade and compare baseball card populations to the present. Is that data available anywhere? The only thing I could find was a PSA population report publication on eBay from 1999

Doubtful. They want to bury those runs of PSA 10 PSA 10 PSA 9 PSA 10 of big $10k+ rookies that 4sharp gets.

There's archives of the internet. Here's a site that has taken 41 snapshots from march 2016 to now of the population reports. There are other sites like this in existence.

Preferential grading treatment? Wouldn't surprise me. I'm still trying to determine why my '89 UD Griffey was graded a 9. I thought it might be hologram but there are 10s on ebay that look like mine
