Do you find that orders with coins that DO cross to PCGS from other TPG take longer, shorter, or about the same as a raw order?

I don't recall on a previous crossover, but I do have one set of four in that has been in two weeks. Definitely not FIFO.

At the recent PCGS NOLA show, I had a crossover take an hour. The submission was a four hour service. Usually it takes longer than that. My first crossover submission and it crossed - yea. I know this is an extreme example, but it was the fastest grading time in my life - 1 hour!
I've crossed over on many orders; typically they take a little longer than raw coins at the same tire for me.
There is a pattern yet it is arbitary in nature and somewhat random in execution.

I find an inverse correlation...faster turn-around times for coins that cross, slower for ones that don't. I do about 12-14 crossover orders per year, and like clockwork ones that don't cross post results after the level's due date, while the ones that do cross typically are either early or right on time.
