Grading Hand Cut Hostess Cards / Panels (This Confuses Me)

It was my understanding that all outside dashed borders had to be visible for a Hostess panel to receive a grade other than authentic from PSA.

This one surprises me:

    Agreed, that grade seems overly generous compared with other cuts I've seen graded.

    In order for PSA to actually assign a grade to any of the cards that possess visible/defined borders on all four sides, evidence of that border must be present or the card must exhibit virtually-full borders based on the design of the specific issue. If the cut exceeds the visible border for the card in question, PSA will encapsulate the card as "Authentic" only.

    Either I misinterpret what that means, or mistakes have been made.

    I agree that that should not be a 7...wavy cut lines and some partial border missing. I see it more in the range of a 3.

    I collect a lot of the W551s and the same holds true with them. The only way an "A" grade will be given is if there are no cut lines visible on one or both of the 2 sides. It might only be 10% there, but in my experience it will at least get a 1. This panel deserves a number grade, just not a 7.

If the card is severely undersized and suffers in overall eye appeal, the graders may deem the card not suitable for authentication or reject the card as minimum-sized altogether.

    Above is the full verbiage for hand cut cards that have visible borders around the cards. I think the area in bold may explain it.

    I do believeI learned something here. I was under the impression that if you could not see the dotted lines ALL THE WAY around, no number grade was assigned. And frankly, I the last 20 years, I think the examples shown in this thread are the first I've seen that went against my understanding.
