How to send a PM to a member?

Where do I find the link to send a PM to a member? I looked it up and found this in the coins forum:
"If the person is on here just click on his/her icon at the bottom right of this page. It will bring them up in a window and then look for MESSAGE and click on it to send one.
If you have communicated with them in the past just go to the top right and click on the INBOX icon and scroll through till you find their name."
However, this person is not online and I haven't sent a message to him before

If you click on the link for the member's user name, another "Message" link near top right of the screen will appear and if you click on that, you can send a PM.
