What is the Error on this Coin?

The coin was pulled from a Mint Roll in 2007. It is the only Presidential Dollar I have found like this and I have searched Hundreds of Mint rolls since 2007.

It appears to be a lamination error (i.e. impurities in the planchet, which caused it to split open when it was struck}.

Certainly interesting. Not many newer minted coins have errors.
