Could be....OGP = Original Government Packaging, in this case.
What it also could be is that, while there are obviously a LOT getting sent in to be graded, they may be sending them in in the packaging so as to not damage the coin trying to get it out....also, it may be largely the bigger players sending them in.
I have been selling mine by 1s and 2s, on ebay, and the whole thing goes out (OGP+coin). For some reason, I am seeing this set more important WITH the OGP than just the slab. Yep, I know it is a needed coin for the registry and to keep sets complete when slabbed, but it just seems more OGP important.
