My guess would be an advertising piece for the car company? The were in business from 1897 to 1924 and then sold out to GM. That would date this piece.
Probably a collectible to a car enthusiast.

Must of had an optimistic marketing dept to create a 1903 coin when they went out of business in 1902.

I'd say it's one of these, a Winton medal, sourced from a pic such as this.
Seat bucket wrap around, steering wheel angle, front bumper. Looks like it to me.

I'm thinking it's a piece from a set of car coins by Franklin Mint or some collectible company like that.

Modern novelty, probably given out by a gas station in the 1960's or 70's.
Or as the copyright date on the token might indicate, 1988.
