It's a Municipal Trade Token for British Columbia. These were issued by local trade / tourist councils to promote businesses during the dates on the piece. The council would make profit on seigniorage (sp), the local shops would redeem the token with the council, any unredeemed tokens meant additional profit. Since most end up in collections or saved as mementos the council sees a large profit.
This piece is catalogued by Serge Pelletier as BC37. It was struck by the Sherritt Mint, mintage 200,000, value in Unc is $3CAD.
