2002 Tennessee state quarter error

Hey guys I have these quarters that


I just pulled out of a bank roll and wanted to know if the extra print above the 2 is an error

    Unless it comes off (i.e. something is stuck on quarter) it might be a die break/chip or maybe a strike through wire (or something). To answer your question... it appears to be an error.

    Clearer pics are recommended.
