Results of my two 1955 proof sets Franklin half dollar DDR reverse

One Half Dollar was a PF67 minor variety..The dime, cent, Jefferson nickle and quarter was all PF 67,no variety. The other set the half was PF66 minor variety, the dime, cent,Jefferson nickle and quarter was PF67 no variety. A little puzzled..If the two half dollars were confirmed as DDR..why not label them as such instead of Minor variety ?

Because they are not listed as CherryPicker's varieties that PCGS recognizes.

They do the same with the 1888-o Scarface Morgan. If it's an early die state it's considered a minor variety. The die is just not broken as far as needed to get the "Scarface" on the label.
