Yes, popularly called a clipped planchet,
but since the metal was never there on
the planchet, it's more accurately (but not
popularly) called an 'incomplete planchet.
It shows the cut-and-tear marks (a bit, not much)
inside the clip, metal flow, and the curved rim
at the two points of the clip itself........

Some "clips" do/don't have what is referred to as the "Blakesley Effect." When I first saw the thread title (Clipped Abe) I was looking for Abe to have had a haircut or a beard trim.
Old time Barber shops were commonly referred to as "Clip Joints".
