FUERZA has a word under it ?
Looks to me like the die sinker flubbed up & struck the word UNION in the wrong place then they struck over it.

The reverse legend is (should be) LA UNION ES LA FUERZA. The die state tells me they should have discarded it long before this was struck.
I think it's a wonderful mint error. Does look like the die sinker misplaced the word UNION.
