I'll have to go with AT&T based on the blue extending from fields over the legend elements. Normally those areas are more dense due to metal flow during strike, so you would expect toning difference between fields and legend elements.

    Just my 2 cents

I believe it is unintentional artificial toning. That is, the coin was cleaned and/or dipped long ago and has since retoned, but in a funky, odd color due to the previous abuse. Therefore, the color would not be considered natural, but I also do not believe anyone went out of their way to place it on the coin, either.

I think artificial toning because of the hard edges of color.

Environmental problems. Maybe exposed to an acid or been through a fire.
