This one looks no better than a fine to me: http://www.ebay.com/itm/5-1923-Silver-Certificate-Fr-282-PMG-Very-Fine-25-/371781885654?hash=item568fed5ed6:g:6wwAAOSw44BYHibJ Paper is darker from handling, too much handling for any better than fine. But what do I know?
I don't know why anyone says that PMG is conservative on grading, as far as I have seen PCGS is tighter on standards.

2nd note looks much better.
The 1st note would be a PC F15 apparent for the rust on the front.
In my opinion, that note is not VF but F. TPG's do make mistakes and I think this is one of them. Always buy the note and not the holder.
