Question for a PCGS currency grading expert

Hello there!

I have a 1928-F (Fr. 1507) note that is truly a gem with nice paper, perfect centering on the front, ect.

If the note would grade a MS-68 after taking everything into consideration, how would that starting grade be affected if the last thing evaluated was the alignment between the front and back images, when they are off-center and not in perfect alignment?

How much of a factor when dealing with an otherwise superb gem note does face to back registration play?
