Is this considered an error on a mint state silver eagle?

Once in a great while, I find brand new silver eagles right out of a mint tube with a circular mark around the perimeter, usually on the obverse. See photos. One dealer told me that it's not really a mint error and is probably mint packaging damage. Has anyone else seen these marks on silver eagles and is it considered an error? The circular mark is brighter than the rest of the coin.

    The marks are into the coin surfaces and appear to be from the die since three coins in the roll had the same markings. Perhaps a late die state before replacement? I didn't plan to get the coins graded but have seen this phenomena before (only rarely) and wanted to know what caused it,
