1896 $5 Silver Certificate, Grade Opinions?

Mainly a coin guy, would this be a VG? Four small pinholes that are not visible in the photos. Thanks!

This appears more like a F12 and pinholes are pretty much to be expected at this grade level.
What jumps out at me is the bleached like look, that it is not original is clear. Agree technically maybe a fine, but with the problems how desireable would it be?
I would say on a technical grading level a Fine(low). Now on the other hand if this were in my grouping for sale I personally would state it as a high VG. Low end notes are graded by overall appearance as well as their physical attributes and defects, not much else.
Maybe washed by the Treasury and put back into service circa WW1.
I'd value it in the G6-VG8 range.
