Strong-over-weak overmintmarks due to grinding and rehubbing dies?

I recently wrote a column on strong-over-weak overdates:

The consensus among several experts I consulted was that many such overdates were created by grinding the design off a die with an earlier date (leaving a remnant of the latter), annealing it, rehubbing it, and punching in a new date.

The same reasoning can presumably be applied to strong-over-weak overmintmarks. These also show no evidence of localized grinding-out of an original mintmark.
