Like Willie said, the stamp says "сестрорецкий оружейный завод" or Sestroyetsk Weapon Factory. It was built during the time of Peter I in 1724 and still in operation, except now it's called Sestroyetsk Instruments Factory and it looks like it's in the process of being relocated. A lot of famous Russian weapon creators, like Mosin, Degtyaryov, Tokarev and Fedorov worked there.
